Details: Rights of Passage Apartment Living (ROPAL)… After six months at ROP, qualified youths may apply for housing in a Covenant House Texas ROPAL apartment. This new program enables young adults to make the transition toward independence over the period of a year. With Covenant House Texas as the co-signer, the resident is responsible for a gradually increasing portion of the rent over the first nine months, paying the full balance during the last quarter. Apart from following a basic set of rules and hosting weekly visits from the ROPAL resident advisor, participants maintain an independent lifestyle. After successfully completing the program, the youth may opt to renew his or her lease as a resident entirely independent of Covenant House Texas.
